Teach ALL employees to treat the residents of Upper Merion Township with the comportment of Mark Zadroga.   Make his approach the template for a published employee handbook. 

Graft, bribes, officiousness, imperiousness, laziness are easy for someone working in Upper Merion Township when they see fellow citizens in the private sector making two to three or even four times more for easier work. 

Alexander Hamilton saw this 250 years ago and left a LITTLE room for misbehavior in government in his Federalist Papers.  But just a LITTLE and NOT a lot. 

Mark is straight and comes up with creative solutions to contentious issues.   His is the approach that drives investment from capable managers.   

This is NOT my feeling alone.

In the last 20 years, I have heard this from others in the real estate sector over 100 times.   It is WELL known in the Delaware Valley that Upper Merion Township has someone that is professional and straight that wants the best for his township and investors. 

Being abused by a bad employee of Upper Merion Township is exhausting at best.   Your board has something precious in Mark that should be cared for.  Celebrating the right way to act is far better than rules that punish unprincipled performance.
